Analyze the policy using Kingdon’s theories in Chapter 6 and 7 reading. Key concepts that should be discussed in my paper are policy communities, policy entrepreneurs, the softening up process, ideas not pressure, criteria for survival, the national mood, and consensus building in the political stream. Include in your analysis the discussion on the value of coalition building, the tipping point, and the bandwagon effect. Dye’s theories on policy development on pages 37 to 50 from last week’s reading (chapter 3–The Policy Making Process) should also be useful. The key to this analysis is to focus on the concepts in the readings rather than the policy itself.
